国际自动控制联合会第17届世界大会情况简介

    国际自动控制联合会(IFAC)第17届世界大会于2008年7月6日至11日在韩国首都首尔举行。来自韩国、日本、中国、法国、美国、德国、英国、意大利、澳大利亚、西班牙、瑞典、俄罗斯、加拿大等60多个国家和地区的2755位注册代表参加了这次学术盛会。

    中国自动化学会前任理事长陈翰馥院士,现任副理事长、IFAC执委郭雷院士,副理事长席裕庚教授,副秘书长周东华教授、张纪峰研究员,以及来自全国各地的334人等参加了此次大会。
 
     本次IFAC大会开幕式于7月6日17:30在COEX会议中心(the COEX Convention Center)举行。 Prof. Wook Hyun Kwon是本届IFAC主席,Prof. Hyungsuck Cho是General Chair. 在开幕式上颁发了两项IFAC大奖: 澳大利亚Graham C. Goodwin 教授获得Giorgio Quazza Medal, 德国获得 Gerd HirzingerNathaniel B. Nichols Medal。 自2002年开始的IFAC的“The Industrial Achievement Award” 这次空缺。 此外,这次新增了两位IFAC advisors, 分别是捷克的Vladimir Kucera 教授和英国的Peter Fleming教授, 使IFAC advisors的人数由原来的13人增至15人。大会期间还颁发了其它奖项,包括IFAC Journal Awards, IFAC Fellow Award,  IFAC Congress Awards, Outstanding Service Award等(见附录 1), 其中IFAC Young Author Prize的评奖委员会主席由我会副理事长郭雷院士担任。

    开幕式上,国际程序委员会主席Dongli “Dan” Cho 介绍了本次大会的投稿及学术安排情况。本次大会共收到来自72个国家和地区的有效投稿3713篇。较之2002年Barcelona第15届(投稿2512篇)和2005年Prague第16届(投稿3284篇)的投稿,有较大幅度增长。经评审,有来自60多个国家和地区的2716篇论文被录取,录取率为73.17%。中国投稿613篇(其中大陆和香港486篇、台湾127篇),遥踞首位;其次是法国(316篇)、韩国(297篇)、日本(270篇)、美国(243篇)、德国(188篇)。以最后程序册中论文通讯作者的国家为准,被大会录用的2716篇论文中,中国386篇(其中大陆和香港288篇、台湾98篇)、法国265篇、韩国217篇、日本211篇、美国194篇、德国161篇。

    参加会议的注册代表共2755人,其中韩国381人、中国334人(其中来自大陆和香港的262人、来自台湾的72人)、日本281人、法国224人、美国185人、德国154人。

     论文数量最多的三大研究领域是:Design Methods (24%), System and Signals (22%), Mechatronics, Robotics and Components (15%). 具体如下:

     大会安排了397个口头报告组(Oral Sessions, 共2323篇论文,其中132个为邀请组)、7个张贴组(Poster Sessions,共368篇论文)、2个影像组(Video Sessions, 共11个Videos)、9个大会报告组、6个CC Milestone组和2个Panel Discussion组。与上届不同,本届没有Semi-Plenary Talks. 但Plenary Talk明显增多,从上届的6个增至本届的9个(见附录 2)。

     本届大会组委会做了很大的努力,获得了包括Humax, Samsung Electronics, Korea Electronic Power Corporation, Korea Power Exchange (KPX), Hyundai Motor, POSCO, LG Industrial Systems, Hyundai Heavy Industries, Hyundai Mobis, POSCON, Topfield, Fine Digital, Sanion, Suprema等在内的26个工业单位/公司的大力支持和赞助。对参加会议的青年学者和亚洲学生给予了大力支持和资助。

     会议期间,我国代表除积极参加IFAC会议的各项学术交流外,还积极参与IFAC组织的有关会议及活动。7月7日中国自动化学会副理事长郭雷院士、席裕庚教授,副秘书长张纪峰教授,以及中国科学院合肥智能机械研究所的熊范纶教授等参加了IFAC成员国代表大会(General Assembly)。IFAC成员国代表大会在每次IFAC大会期间召开,主要议程包括总结过去三年的活动、审议IFAC的章程及议事程序、选举下一届的IFAC主席和执委会成员。目前,IFAC成员国有49个,其中37个参加了本届IFAC成员国代表大会。考虑到地域覆盖性及参加这次IFAC大会的代表有不少来自非成员国(地区),本届成员国代表大会特邀请了一些非成员国(地区), 特别是亚洲地区的代表列席了会议。

    本届成员国大会由本届IFAC主席Wook-Hyun Kwon教授主持。他介绍了IFAC PapersOnLine的进展情况。IFAC PapersOnLine旨在充分利用数字出版技术和高速因特网,在网上发行所有在IFAC会议上宣读的论文。这项工作始自2006年9月,目前已完成,被IFAC成员国代表大会认为是IFAC这三来的最重要进展。技术局主席(Technical Board Chair) S. L. Jamsa-Jounela教授总结了过去三年IFAC的各项学术活动情况,她说虽然各项学术活动数量、规模上与前三年持平,但学术水平有了很大提高。执行委员会主席(Executive Board Chair) Peter Fleming教授介绍了执行委员会过去三年的工作情况,包括IFAC各项奖的协调、评审,IFAC PapersOnLine的构建,以及IFAC的财政、日常运行等情况。此外,还介绍了IFAC的财务状况。大会一致通过了上述工作报告,并进行了执委会换届选举。我会副理事长郭雷院士当选为新一届执委会委员(Council Member)。 新一届执委会由18位成员组成,分别是:Alberto Isidori, Ian K. Craig, Iven Mareels, Roger Goodall, Wook-Hyun Kwon, Lino Guzzella, Frank Allgower, Luis Basanez, A. Talha Dinibutun, Torkel Glad, Lei Guo, Abraham Haddad, Hidenori Kimura, Alexander B. Kurzhanski, Arturo Molina, Jurek Sasiadek, Michael Sebek, Janan Zaytoon. 郭雷院士自2005年至今一直是IFAC执委会的委员,目前是他任期的第二届。7月5日与7月12日郭雷院士分别参加了IFAC上一届执委会(Outgoing Council)最后一次会议和新一届执委会(Incoming Council)第一次会议。会议批准通过了一系列新的任命,中国科学院合肥智能机械研究所的熊范纶研究员任Bio and Ecological Systems协调委员会主席(CC8 Chair);香港科技大学的曹希仁教授继续担任Systems and Signals协调委员会主席(CC9 Chair);上海交通大学的席裕庚教授任奖励委员会(Awards Committee)委员,负责Journal of Process Control论文的评奖工作;中国科学院数学与系统科学研究院的程代展研究员任政策委员会(Policy Committee)委员;中国科学院自动化研究所的王飞跃研究员任Economic and Business Systems委员会主席(TC9.1 Chair); 中国科学院数学与系统科学研究院的张纪峰研究员任Modelling,

     Identification and Signal Processing 委员会副主席(TC1.1 Vice-Chair). IFAC目前有9个协调委员会(Coordinating Committee, 简称CC), 每个CC有3到5个技术委员会(Technical Committee, 简称TC),共40个TC;而每个TC都有几十位委员(从二十几位到八十几位不等),合计约两千人次。中国是系统控制领域的大国,近几届IFAC世界大会所占投稿及录用比例都很高,可来自中国的TC Chair和TC 委员却很少(TC Chair和Vice-Chair分别只有一位,委员也只有三十位左右)。这是一个非常值得我们思考和重视的问题。

    下一届(第18届)IFAC世界大会将于2011年在意大利的米兰召开。本届会议期间,意大利的组织者介绍了筹备情况。
